In a Seminar organized by Bangladesh Policy Discourse (BPD), Hizb ut Tahrir / Wilayah Bangladesh was invited to discuss on the topic “New Bangladesh: Blueprint of a Just and Leading State – Reform or New Constitution”

A round table discussion on “New Bangladesh: Blueprint of a Just and Leading State: Reform or New Constitution” organized by Bangladesh Policy Discourse on Saturday, September 07, 2024 at 11 AM at CIRDAP Auditorium. Hizb ut Tahrir / Wilayah Bangladesh was invited to the discussion and its member M. Alam Pavel has delivered a Speech from the party.

He said that in the last five decades, the people have witnessed seventeen reforms of the constitution that was adopted in 1972. One of which is the introduction of “Bakshal”, addition of Bismillah to the constitution, inclusions and exclusion of Islam as the state religion, transition from the presidential system to the prime ministerial system, establishing and cancelling the caretaker government system, etc. But far from changing the dire situation of the people, these reforms have not brought any change in the oppression of the people. In fact, these reforms were fraudulent, concerned with power-sharing or axillary power among the ruling class that had nothing to do with the interests of the people. Unfortunately, the current proposals presented under the slogan of “New Bangladesh” do not seem to be effective in solving the problems of the people. Because the current constitution and its additions and subtractions have failed to bring about a change in the fate of the people, we cannot move towards any effective solution without this review.

He said, if we look at the current constitution, we will see that it is based on the beliefs of the Western Colonialists i.e. Godless secular-capitalist doctrine, where people are given the sovereign power to make laws. As a result, the ruling elites makes laws to protect their own interests, some of the capitalists and their colonial masters, and oppress the larger population.

Regarding the new constitution, he said that we must not forget that the majority of the people of Bangladesh are Muslims, they have accepted the great Deen of Islam as their identity and culture. Islam is an Aqeedah and a complete way of life. The Islamic constitution made on the basis of Qur’an-Sunnah will unite the people and if the governance of the state is conducted according to this constitution, there will be a true reflection of the thoughts and aspirations of the people. To this end, Hizb ut Tahrir has prepared the “Draft Constitution of the Khilafah State” based on the Qur’an-Sunnah. The Islamic system began with the establishment of the Islamic State in Madinah by RasulAllah ﷺ and for 13-hundred years, it ensured the rights of all regardless of religion, colour and race, established a Just society and was established as a leading state in the world.

He gave a brief outline of how the constitution of the upcoming Khilafah (Caliphate) will establish a just and leading State.
